Since 1989, Clemens Neumann has been working at the Federal Ministry of Food and Agriculture in different leading positions. Before he was appointed Head of the Directorate-General "Bio-Based Economy, Sustainable Agriculture and Forestry" in 2010, he worked as Agricultural Counsellor at the German Embassy in The Hague and as Parliamentary Counsellor for the Christian Democratic Union in the German Parliament. In 2005 he was appointed Head of Political Staff in the BMELV, and in 2006 he was appointed Head of the DirectorateGeneral for "Political Staff, Basic Policy Issues and Renewable Resources". Mr Neumann is a lawyer, who graduated from Saarbrücken University (Second State Examination in Law) and the Europa-Institut, also based in Saarbrücken (postgraduate course of study "European Integration"). From 1988 to 1989 he was Managing Director of the Europa-Institut.
